Julienne Buxton, AIF®, PPC®, CPFA
Investment Advisor Representative

Julienne (Julie) is an Investment Advisor Representative with LPL Financial. She has been a 401(k) plan advisor for over 33 years and has strived to help small business owners maintain a compliant retirement plan to attract and retain top notch employees. She believes the key to a successful retirement plan is to build a plan with flexible design features, a solid investment line-up, and provide participants with ample tools and attention they need to be engaged in a personal retirement readiness campaign. Julie brings an attention to detail and enthusiasm to each of her plans.
Prior to becoming a 401(k) plan advisor she managed an insurance and financial services division for Private Capital Financial & Insurance Services, Inc. and also provided Employee Stock Ownership Plan (“ESOP”) communication services for its ESOP consulting division, Private Capital Corporation. She later provided ESOP communication services for another ESOP consulting firm, Corporate Transition Consulting.
Qualifications
In addition to her extensive experience in financial services, she holds Series 6, 63, 65 and 26 registrations with LPL Financial, as well as a life, health and disability insurance license (CA insurance license #0A61615). She has a BA degree in Psychology from the University of Texas, San Antonio and MBA Financial Planning from Golden Gate University in San Francisco.
Julie is a member of Retirement Partners Group (RPG). RPG is a network of advisors associated with LPL Financial who focus primarily on advising retirement plans for small to large companies. Retirement Partners Group advisors are enabled to engage with these companies through an entire spectrum of offerings, including brokerage and ERISA non-discretionary and discretionary investment services. Retirement Partners Group advisors are among the 401(k) plan distribution leaders in terms of number of retirement plan advisors, plans, participants and assets under advisement. LPL Financial provides advisors with access to a robust set of integrated tools that allows them to efficiently prospect, engage, monitor and service retirement plans and, where appropriate, address investment fiduciary requirements.
Julie has earned the Accredited Investment Fiduciary® Designation (AIF®) from the Center for Fiduciary Studies. The AIF® is a professional certification for financial advisors demonstrating expertise in fiduciary duty, ethics, and acting in a client's best interest. She also earned her Professional Plan Consultant™ Designation (PPC™) from Fi360. The PPC® is a professional designation awarded by Fi360. It signifies that a financial advisor has the expertise and training to build, manage, and monitor compliant, fiduciary-grade employer-sponsored retirement plans, such as 401(k)s, in accordance with ERISA standards.
She has also attained the Certified Plan Fiduciary Advisor (CPFA) credential. The CPFA credential was developed by some of the nation's leading advisors and retirement plan experts it demonstrates the individual's knowledge, expertise and commitment to working with retirement plans. Plan advisors who earn their CPFA demonstrate the expertise required to act as a plan fiduciary or help plan fiduciaries manage their roles and responsibilities.
Recently, she was named a 2025 NAPA Top Women of Excellence* as "Captain" which focuses on growth of the organization and business. They are principals, leaders, owners and producing advisors.

Personal
Julie is married and lives in Shingle Springs, California with her husband, Joseph Wisniewski, and their four horses. She enjoys trail riding, as well as hiking, camping, golf, and boating.
